New OS, but shows trackers

I just did a complete reformat and install of XP on a computer and then ran AVG just to get the initial scan out of the way before I give it
back to the lady I did this for and it came up with 35 tracking cookies. The computer has not even been online yet. Does MS put in those
tracking cookies with the install disk?
