E-machines 21inch monitor - good and bad

Got a new 21 inch monitor from e-machines on Black Friday.  Hooked it up to my son's HP laptop using Vista and we get horizontal jitter waves on the screen.  Tried all the settings in the software and on the monitor and didn't get rid of it.  Then tried my other son's HP laptop using WinXP and the monitor worked fine.  Now both laptops are completely different but both used VGA OUT and IN to the monitor.  Neither laptop has a DVI OUT but the monitor has that option IN.

I was about to google any problems with the e-machine monitor but thought I'd ask you guys.  Any ideas why the laptops are bad and good?

HP hardware has been notorious lousy the last few years. Problems with video is just on problem that seems to be pretty common, although most seem to be with the built in monitor.  I suspect the problem is in the HP laptop, not the monitor.
