Symantec cannot delete or quarantine this virus. Can anyone help? thanks

I would try Malwarebytes which seems to get rid of a lot of those nasty bugs. It is free and has done a very good job for me of getting rid of some nasty stuff.
You can try running it in normal mode. If that doesn't do the trick boot into safe mode and run it in safe mode.
